Pre-Arrival Customs Release System (PARS)

In recent years, TRUCK shipments move almost exclusively using the "Pre-Arrival Release System" (PARS).

Under this system, CMIS submits all shipment documentation to Customs at the border clearance point prior to the shipment's arrival. Basically, we have to submit a complete import entry which is held pending by Customs until the driver arrives, at which time he obtains a Customs-Release.

PARS is primarily used for TRUCK Shipments, although certain OCEAN and AIR Shipments may also be cleared prior to their arrival.

THIS IS HOW THE PRE-ARRIVAL RELEASE SYSTEM WORKS:

The Shipper advises CMIS of the dispatch of each shipment by FAXING copies of the Commercial Invoice.

The Carrier or Forwarder asks CMIS to arrange PARS clearance by FAXING a copy of his Cargo Control Document plus copies of the Commercial Invoice Customs Invoice, and advising the Customs Clearance Port and the estimated date and time of arrival.

NOTE: The Carrier's Cargo Control Document must include a Bar Code Label with the letters "PARS" in or near the Cargo Control Number. The Carrier must also advise the date and approximate time of arrival and the Canadian Port of arrival!

CMIS then processes a complete Import Entry and transmits all data electronically into the Canada Customs Computer System, utilizing our direct EDI links into "ACROSS" (the Accelerated Customs Release Operations Support System).

Canada Customs hold each shipment as pending in their system, usually within an hour of receiving the PARS Clearance Request.

The Carrier reports to the pre-advised Customs Clearance Port and identifies each shipment by his PARS Cargo Control Number.

Canada Customs confirms that the pre-release documentation has been properly documented, received and processed by them.

Canada Customs release the shipment and advise the Carrier to proceed with the delivery of his shipment in Canada.
